North Carolina's Employment Security Law has been amended as follows:
Substitute teachers. No substitute teacher or other substitute school personnel will be considered unemployed for days or weeks when he or she is not called to work unless the individual is or was employed as a full-time substitute during the period of time for which he or she is requesting benefits. For purposes of this provision, "full-time substitute" is defined as a substitute employee who works more than 30 hours a week on a continual basis for a period of six months or more.
In addition to the above, the law has repealed the provisions excluding from employment service performed by full-time substitute teachers or other substitute employees, as well as any extra duties performed for schools such as coaching athletics or serving as a choral director.
